Education technology is a required competency for instructors in the twenty-first century. This article discusses the evaluation of MOOCs in Indonesia's teacher ICT competency development program organized by the Ministry of Education, Culture, Research, and Technology. The purpose of this study is to determine the impact of a MOOC on the reactions, learning, and behavior of learners using Kirkpatrick's three-level evaluation approach. This study employs both quantitative and qualitative methods. A survey was conducted to acquire data from a sample of 40 purposively selected teachers from 34 Indonesian provinces. The results demonstrate that the MOOC effectively achieves learners’ expectations and enhances learners’ expertise in educational technology. Additionally, the MOOC has successfully changed learners’ attitudes toward creating educational resources for their students and using innovative teaching approaches in their classrooms. The authors propose that the CDIT continue to offer the ICT-BLP MOOC program with frequent updates to reflect technical improvements. Additionally, the CDIT must promote the ICT-BLP to reach a more significant number of participants. The authors recommend additional research to evaluate the teacher's ICT competency improvement program using the MOOC model. Further research should elaborate on the four-level Kirkpatrick evaluation model and expand the survey to a larger sample size to obtain a more comprehensive recommendation for quality improvement.
